Blue Light Hazard is the name for the fact that the amount of energy required to cause retinal damage due to the production of free radicals ( i.e. Hydrogen Peroxide and singlet Oxygen) reduces by a factor of 100 when the frequency of incident light is 440 nm than when the frequency is 590 nm.
